Leadership - He Wakaputanga
Leadership
As a direct descendant of one of the Chiefs who signed "He Wakaputanga," I believe everyone in Whangarei and Northland can benefit from the four articles in this declaration.
(The "He Wakaputanga" Declaration was drafted by James Busby, Henry Williams and missionary printer William Colenso. (I am a direct descendant of William Colenso as well).
As Mayor I will implement the declaration, - using the Whangarei District Council financial structures that are already in place for support and transparency.
There is nothing racist, divisive, strange, odd, or "alternative" in what is set out in this document.
Groups you may have considered racist - were actually leaning more towards the following - a purpose that unites many and allows us to make choices.
This is what "He wakaputanga" signed in 1835 - sets out clearly. The Maori version is given first with an English translation that follows:
He Wakaputanga o te Rangatiratanga o Nu Tireni
Ko matou ko nga Tino Rangatira o nga iwi o Nu Tireni i raro mai o Hauraki kua oti nei te huihui i Waitangi i Tokerau 28 o Oketopa 1835. ka wakaputa i te Rangatiratanga o to matou wenua a ka meatia ka wakaputaia e matou he Wenua Rangatira. kia huaina ‘Ko te Wakaminenga o nga Hapu o Nu Tireni’.

He Wakaputanga o te Rangatiratanga o Nu Tireni
We, the absolute leaders of the tribes (iwi) of New Zealand (Nu Tireni) to the north of Hauraki (Thames) having assembled in the Bay of Islands (Tokerau) on 28th October 1835. [We] declare the authority and leadership of our country and say and declare them to be prosperous economy and chiefly country (Wenua Rangatira) under the title of ‘Te Wakaminenga o ngā Hapū o Nu Tireni’ (The sacred Confederation of Tribes of New Zealand).
The sovereignty/kingship (Kīngitanga) and the mana from the land of the Confederation of New Zealand are here declared to belong solely to the true leaders (Tino Rangatira) of our gathering, and we also declare that we will not allow (tukua) any other group to frame laws (wakarite ture), nor any Governorship (Kawanatanga) to be established in the lands of the Confederation, unless (by persons) appointed by us to carry out (wakarite) the laws (ture) we have enacted in our assembly (huihuinga).
We, the true leaders have agreed to meet in a formal gathering (rūnanga) at Waitangi in the autumn (Ngahuru) of each year to enact laws (wakarite ture) that justice may be done (kia tika ai te wakawakanga), so that peace may prevail and wrong-doing cease and trade (hokohoko) be fair. [We] invite the southern tribes to set aside their animosities, consider the well-being of our land and enter into the sacred Confederation of New Zealand.
We agree that a copy of our declaration should be written and sent to the King of England to express our appreciation (aroha) for this approval of our flag. And because we are showing friendship and care for the Pākehā who live on our shores, who have come here to trade (hokohoko), we ask the King to remain as a protector (matua) for us in our inexperienced statehood (tamarikitanga), lest our authority and leadership be ended (kei whakakahoretia tō mātou Rangatiratanga).
The Codicil
We are the rangatira who, although we did not attend the meeting due to the widespread flooding or other reasons, fully agree with He Whakaputanga Rangatiratanga o Nu Tirene and join the sacred Confederation.
Campaign by foot and car
I have been more active off social media than on. There are alot of things I haven't posted because they are private discussions with constituents. All of the topics I have raised on this page, issues, solutions etc are ones which have been raised by constituents. I have done much of my campaign by foot and by car - getting out and meeting people- at work, at play, at leisure. Kamo, Whangarei, Onerahi, Maunu, Whangarei Heads, Pipiwai, Langs Beach, Waipu, Parua Bay, Purua, Whangaruru, Whatitiri, Poroti, Parakao, Pakotai, Ngunguru, Tutukaka, Tikiipunga, Otangarei, Maungatapere, Maungakaramea, Bream Bay, Kokopu, Ruatangata, etc, etc.
I started a "head to whangarei for business and leisure" Campaign that took me from Mangonui, right down the east coast, etc to Matakana and Leigh promoting Whangarei Districts. This was mentioned in an earlier post on this page supported by photos.
I've furnished evidence of my qualifications and experience related to the role of a Mayor. I am also a policy writer. I paid for my own campaign, without the use of Billboards, I've fronted up to all meetings I've been personally invited to 20 to 30 minutes early. There was one meeting I couldn't attend as it clashed with another one I had been invited to.
Standing for Mayoralty required me to read everything about WDC including policies. I did do my home work and matched up my skills that not only align with the role - but are integral to the role: administration, management, policy writing, advocacy, customer service, etc, etc.
You will find me approachable and tolerant of a range of communication styles. Speak in a style that's comfortable for you. You will find you can be yourself around me. If you feel awkward, I certainly won't be judging you but will make you feel at ease. Thank you.
How are you being treated?
Let's ensure this year's elected Council members (and elected politicians in 2023) are committed to taking a proactive approach to ensure that people with disabilities and those who are ill are not discriminated against and instead receive the same respect and consideration as everyone else.
Let's ensure they also recognize the value of their unique skills and contributions to our community. With their support, more people with disabilities and illnesses will be able to reach their full potential.
As a person with lived experience of disability Here is my advice. Getting a sense of the disability culture in local communities is an important part of the learning process. Disability organisations and services in the community can provide an invaluable source of information and contacts for those seeking to gain an understanding of the issues and how to navigate best practice solutions. What's even better is talking to people with lived experience of disability(ies).
For those considering a career in disability advocacy or social justice, research is key. Understanding what the big players in the national disability sector are doing, and how they are enacting change is important for newcomers. Also, understanding how each region operates differently with regard to disability services and rights is essential. Finally, staying up to date on the current disability related news, research and initiatives in the sector is beneficial for an advocate or candidate exploring a caree in disability and social ustice.
Why vote for Fiona for Mayor?
I can do the job of Mayor because I'm a qualified and experienced Manager, a qualified office administrator and secretary - real estate, insurance assessing, catering equipment supplies, cement manufacturing (Wilson's Portland Cenent since renamed Golden Bay Cement) sectors, sole business owner for five years in Whangarei - Hospitality industry - operations manager, production manager, Purchasing Officer, menu designer, publicity and promotions, staff recruitment and selection in a high security area, staff training, cleaning, baking, cooking, coffee making, guest speaker for those seeking work in the hospitality industry.
Claims Clerk - clerical and customer services duties - Accident Compensation Corporation, and Dept of Social Welfare (since renamed WINZ)
Horticultural worker - kumara and orchid work
Cleaner
I've been elected on to various performing arts committees in and around Whangarei in the 80s and 90s - Whangarei Repertory Society, Whangarei Amateur and Dramatic Society, Onerahi Anateur Theatre - set design assistance, waitresses, cleaning, teaching junior theatre, prompt, publicity and promotions.
On the subject of Governance I have proven a number of times that I am not afraid to ask questions about financials, why a particular decision was made when a safer preferred decision could have given a more favorable outcome. I don't let people talk me down - I wait until they finish - then continue
Creative - digital artist, creative problem solving. What's lacking in corporate environments is seeking alternative creative approaches to problem solving.
I have worked on school production and school wide kapa haka productions which have required me to work with staff, families, and encourage the community to come on board and help - networking for props, and wardrobe, keeping costing down, etc.
I don't have any conflict of interest with Whangarei District Council, have never applied for community funding from them, and have no business interests that they would even be interested in.

I am probably the most experienced Mayoral Candidate to navigate co-governance should we move in that direction - to bring about fair representation and wider engagement with Maori Communities throughout the District. Fairness being the key - that is what both Maori and Non Maori are telling me. My upbringing in maoritanga is very different from many. It started with knowing your place in the pecking order, and respecting elders. I know the old traditions live within me because I never forsake them. Herein lies part of the problem. Co-governance will require leadership from kuia and kaumatua - with scaffolded learning for all. Co-governance can be a blessing if managed well. He aha te mea nui o te ao? He Tangata, he Tangata, he tangata.

Golden bay cement
Golden Bay Cement is New Zealand’s only domestic producer of cement, supplying roughly one million
tonnes each year.
(Another strategic asset VERY much like the Marsden Pt Oil Refinery refer to Dig-in at Marsden [reinstate the Refinery campaign] on facebook and Telegram).
What is happening?
Golden Bay Cement is owned by Fletchers who also own the down-stream ready mix company Firth Concrete.
Here were some recommendations made by NZ Infrastructure Commission (Te Waihanga) Infrastructure Resources Study Nov 2021.
𝑹𝒆𝒄𝒐𝒎𝒎𝒆𝒏𝒅𝒂𝒕𝒊𝒐𝒏 𝑻𝒆𝒏 - Supporting domestic industries through climate change:
We recommend
that climate change policies such as MBIE’s Building for Climate Change ensure that domestically
produced cement is not put at a competitive disadvantage to imported cement and clinker due to
differences in the way the costs of carbon are accounted for.
𝑹𝒆𝒄𝒐𝒎𝒎𝒆𝒏𝒅𝒂𝒕𝒊𝒐𝒏 𝑬𝒍𝒆𝒗𝒆𝒏 - Creating better incentives for the use of *pozzolans: We recommend that
further work is undertaken to consider if the incentives for increasing the use of *pozzolans into
cement and during concrete batching can be improved. In particular considering:
• whether pozzolans would be competitive against clinker based cement if the costs of carbon
were accounted for; and
• whether there is any way to set incentives so that pozzolans will be introduced at concrete
batching facilities where the carbon abatement costs are less than the price of a carbon
credit.
𝑹𝒆𝒄𝒐𝒎𝒎𝒆𝒏𝒅𝒂𝒕𝒊𝒐𝒏 𝑻𝒘𝒆𝒍𝒗𝒆 - to support increased use of pozzolans: We recommend
that Concrete NZ work with MBIE to provide guidance on how the use of natural pozzolans affects
early compressive strength gain and how increasing the use of pozzolans in concrete can be done by
demonstrating it still complies with New Zealand standards.
* pozzolans - a broad class of siliceous and aluminous materials which, in themselves, possess little or no cementitious value but which will, in finely divided form and in the presence of water, react chemically with calcium hydroxide at ordinary temperature to form compounds possessing cementitious properties. "Whangarei Leader" Tues 27 March 2007.
Fiona - the Author started off as Fiona the Poet
I mentioned in a post on another page that I failed 10 times and succeeded on the 11th in becoming a published author.
During that time (of failure) I wrote a book of Poetry called "Haerenga: My NZ Journey."
I self-published it (way around several disappointments) and sold copies to raise funds for my studies at Massey University.
In 2006 I hit the jackpot with Learning Media, Wellington, NZ.
Looking through archives I came across these newspaper articles by the Whangarei Leader and Northern Advocate. During a time when Media reporting was real.
Copies are housed in the Maori Section of the NZ National Library, University of Canterbury, and University of Otago.
Awrticle on the top was published in the Whangarei Leader on 11/12/2001. Article on right was published in the Northern Advocate Jan 2002.
Reinstate Marsden Pt Oil Refinery
The Oil Refinery is the only one in New Zealand. We need a back up if imports can’t get through. No backup - no fuel for emergency services, food deliveries, etc. Want better roading? The Refinery produced quality bitumonous products. Now it’s been decommissioned - we are relying on imports for that too.
Fiona Green is the only Candidate (Mayoral and Councillor Whangarei Urban) who has spent the most time with the ‘Dig-in at Marsden Pt Group.’ They have been there since Easter 2022 - more than 100 days as at Thurs 4 August 2022. Mainstays Brad, Rob, Kiwi, Sue, Pete, and regulars Renee and her Mum, Katie and her partner, and so many more. They have taught me all that I know as Brad and others have built strong relationships with Senior Operators and Engineers who used to work at Marsden Point Oil Refinery.’
Green says she has spoken informally with civil, electrical, chemical, mechanical engineers. ‘I don't agree with the way Channel Infrastructure has managed what I consider to be the New Zealand's most disastrous business decision in New Zealand's Commercial and Economic Development History. Ever. I don't believe shareholders were given all the information required to make an informed decusion where the Refinery has now been decommisioned.’

End Financial Mismanagement - I have actioned this:
If you don't have your finger on the pulse, you will never know what needs changing. So everyone's fine with this?
We are here to ensure the right people get into Council.
Your first job is: standing with me to sort financial mismanagement out and to ensure it never happens again.
You are to help me find ways of reducing debt. I do not believe asking ratepayers for more money is a way of addressing this - as suggested by a Mayoral Candidate who is currently a Councillor.
When Stan Semenoff was Mayor - there was no debt or rate increases. Fast forward 2022 - we are now millions in debt. How did this happen?
Don't forget to support the following:
I have laid a complaint with the Whangarei Police Tues 21 June 2022 in the afternoon.
"Financial mismanagement is management that, deliberately or not, is handled in a way that can be characterized as "wrong, bad, careless, inefficient or incompetent" and that will reflect negatively upon the financial standing of a business or individual." (Wikipedia)
What causes financial mismanagement?
"There are many ways of how financial mismanagement is carried out. For example, the wrong distribution of responsibility, to be remiss with payments, bills and taxes and neglecting responsibility, financial problems and economical standing can cause great financial mismanagement and further on devastate your economy." (wikipedia).
To make my complaint clearer, here are the areas of concern:
Financial mismanagement - Whangarei District Council,
Financial mismanagement - community group with community funding links to Whangarei District Council
Financial mismanagement - community funding,
Financial mismanagement - Risk and Audit Committee (the Committee which is comprised of all Elected Councillors including the Mayor - class of 2019 to October 2022);
Collective corporate bullying around financial mismanagement - Whangarei District Council
If you or anyone else you know has had similar concerns or experiences current or historical please submit additional information to the complaint by completing

Photo Shoot - Part 1 done
Did my photo session with Kezia who also did my makeup. Amazing shots coming soon. These are selfies I took after the seasion. (My hair was straightened for the shoot - it fluffed up later).
I gathered a whole lot of clothes together ready for indoor shoot. Was so excited. Found my exquisite Cambodian outfit, a flash dress, cool women's trench coat, and various tops from normal t-shirts to Hippy style. I'm so excited.
I've also found alot of archival material I can use for my website and social media pages. Love being creative and part of a team who cares about each other.
What I would like to do is get hold of all the people who have been here for me during my mega rise from the ashes which includes a surgeon, anesthetist, nurses, 6 nurses, my gp, lady who served coffees, 8 District health nurses, friends especially facebook friends, family members, white cross doctors (3), then after w*x 1 and 2 severe allergic reactions, 5 x nurses, gynecologist, and Ozone Treatment therapist.
Thank you from the bottom of my heart dear team. It's through your strength that I am strong today. You all know how hard the journey has been - where others haven't.
I'm now standing for Mayor and believe there is a purpose for adversity - that didn't only hit once, but several times.

A year ago I was fighting off a 7 month surgical infection later followed by Vax injuries from Vax 1 and 2. It’s been a long walk to Freedom and even to Kensington Fitness, Whangarei. The Team who helped me rebuild - was a large team of medical practitioners, friends, family, health and wellbeing specialists, nurses, district health nurses, gynecologist, surgeon, anesthetist, doctors, and so many others. From banging at death's door to proudly standing for the Mayoralty Whangarei, I’m owning this journey.

Message to the Ram Raiders
To the Ram Raiders,
I'm not going to sit here & judge you, in fact I've read studies as to why you might be doing what you're doing. That's fine, but we want to hear your back story.
From my observation, many like yourselves haven't been taught how to think ahead and weigh up consequences of actions.
1. Ask yourself. What would happen if I did a ram raid?
2 Where might I end up if caught?
3. If caught, will I be any better off in prison or doing community work when my current "mental prison" has already limited & determined my capacity to think logically & clearly. One that is already grounded in negativity & toxicity.
If your own thinking is holding you back from creating a better future for yourself, what benefits are there for you in prison where the same negativity & toxicity is added to your current burdens - and you have no Freedom. ,You've kicked yourself twice in the guts through your crime - & you've restricted your freedom to an enclosure called prison.
So you're going to sit it out for a few years in prison - dodging the bullet, on top of the fact that you're still living in that "Mental Prison" inside your head. Is that the plan? That sounds really messed up. Wait, it doesn't stop there as your new mates have a similar back story& mindset as yours.
I'm not even going to go into - what about the victims you leave behind. Because I know you're not at this stage of thinking outside yourself. That will come once you heal.
Journey to the top. If you want to be top dog any where, you start at the bottom. This includes being top dog in prison, or top dog ie manager - in a business.
These days lots of people at entry level in their careers want a fast track to the top. I've seen this happen - & the results have been short term.
Read the Aesop Fable the Tortoise & the Hare. It tells the tale about a Tortoise getting irritated when a hare taunts him about being slow at everything. So the Tortoise challenges the Hare to a race. The Hare accepts the challenge. He thinks because he's fast - he will beat the Tortoise. As predicted the Hare gets off to a flying start so much so that he feels he can stop for a rest. He falls asleep & through his complacency, the tortoise overtakes him & ultimately wins the race! Message: victory isn't always to the swift.
When we are young - like you we have visions & dreams of the life we want to lead borne out of a desire to blaze a trail at lightning speed to get to that goal.
My message to you is that no matter what your current skill and knowledge level is it is absolutely possible to achieve your dream. Let that dream be career success - not the other. By racing to the top you will accumulate some large gaps in your skill set that will let you down - if not topple you - if your goal is to become a manager.
You're physically emotionally, spiritually, mentally not free if you end up in prison or doing community service for your crime that needn't have been carried out in the first place.
Thanks to my brother for sharing his wisdom as a past inmate (6 months) at Tongariro Prison farm for stealing a motorbike as a youth. Life "inside" during the 80s was unbearable. He told me "prison life teaches ya nothing except how to be self protective." He came right after that short stint. Pity he had to be smacked over several times "inside" before he realized that this is not the path he wants to continue on EVER.
A TOKOTOKO SOLUTION - WHEN THERE'S NOTHING ELSE.
Not all best kept secrets are in big towns. Some better kept secrets like Isopo Samu's "Tokotoko Solutions" are in the suburbs. In this case Onerahi, Whangarei.
The Tokotoko (Walking Stick) represents genealogy & history of the owner (an Elder) & all knowledge attuned to it. The Tokotoko is eventually given to the next person in line.
The symbolism of passing down knowledge - reflecting the values of love, respect, & integrity are enacted successfully through Samu's health, wellbeing, employment, financial & digital literacy modules - part and parcel for his "Tokotoko Programme."
Geared for youth who have fallen through the cracks, or not been understood by mainstream school systems, the Tokotoko Programme provides that much needed leverage in young people's lives - so they can rebuild, recharge, & reset their life goals for better career or employment opportunities.
"Financial security is important. We need to have conversations with our young people to help them understand that money gives us options. Many youth & their families are living one week to the other in survival mode. We aim to give them a platform & skills required to lift their aspirations higher," says Samu.
Property markets. Probably one of the biggest most significant investments in life young people will be facing is owning a home. And this is why Samu set up and implemented a Home Ownership Pilot programme.
"I have these conversations with students. If you are not in the property market you are going to be going backwards. Once you are in the property ladder - you are away," says Samu.
Financial literacy means young people are better equipped to manage their finances. They learn that saving up for something is better than buying something on credit.
A large number of jobs in the next ten years will require some sort of technology skills or training. Tokotoko Programme addresses this knowledge gap to make students digitally aware.
Samu has committed many hours of his time & forward thinking to help his students explore their own unique skill sets through his programme. This has included forming positive relationships with different govt agencies & Social service organisations.
This includes challenging commonly held academic beliefs about health & wellbeing and replacing them with a refreshed and relevant perspective for these times.
The interview ended with Samu saying a well known saying by Maori Elders "He aha te mea nui o te ao...he tangata, he tangtata, he tangata. What is the most important thing in the world...it is people, it is people, it is people. No one ever said it was Maori, it is pakeha, it is Chinese people only, it is everyone."
In addition, Samu runs business startup, horticulture, & work ready programmes & so much more.

Chic Engineering
I believe continuing professional development is important. That's why I'm currently doing engineering modules to bring my weak spots up to play for Council. As Mayor more than a basic understanding of engineering knowledge is an important infrastructure prerequisite - it's imperative for informed decision making.
Don’t Destroy the Refinery Meeting
We have a chance to build a thriving future in the region. We must all work together to ensure that this once-in-a-lifetime opportunity makes a positive contribution to our community.
Locals and friends from afarbrought together a creative group of people to take action and be champions for a very important cause.
This is a great example of what can happen when we come together, work as a team and listen to each other. We must also remember that the best ideas come from collaboration. But in all honesty a group will only work well if they are sharing the same values.
The support of the community is essential to make this happen and we did this.
Let's dig in together and turn Refinery operation back into Good Oil. Let's create a better future for our whanau, our hapu and our whenua.
I popped out to the Refinery to learn more - once a week, once every other week or three. It's better to go and see and speak to the people who set up camp their. Many staying for more than 100 days.
