Debt!

I've just quickly read through a 172 page Financials related Whangarei District Council document.

OK it was from 2019, but still - why weren't any questions asked. Why were they simply moved and seconded as correct. All done within an hour. Did all councillors appointed to the Financial Committee understand it or was it simply a case of what happens at alot of meetings - that people blindly accept what's there and that they don't know what questions to ask when it involves millions of dollars. Debt is debt whether it is budgeted for, whether the amount exceeds or is under the budgeted amount. I would be worried about being $100 in debt. Why weren't the brakes slammed on spending earlier?
